Yes, if they are Visa/MC/AMEX. Contributions can come from any country but are subject to USD exchange rates. Foreign transactions are much more likely to be declined or flagged for fraud and held. If you expect a lot of foreign transactions, please notify support so our fraud monitoring is aware. Exchange rates are controlled by the issuer of the bank card and/or Stripe.
